Where's the Beef?

Is your Resident Association Getting a Fair Shake on HUD's $7.6 million for NYCHA Tenant Participation???

 

In 2001 HUD issued funds ($25 per unit) to support resident participation in public housing for 2 years.

In many cities, resident organizations have used their participation funds and are asking for more.

But...in NYC, the $7.6 million still remains unspent. 

There is little information and much confusion about how CCOP - the Citywide Council of Presidents - plans to distribute these funds.  FOR WHAT?? AND WHEN??

TA PRESIDENTS AND RESIDENT LEADERS HAVE A RIGHT TO THE ANSWERS TO THESE QUESTIONS:

The NYC PUBLIC HOUSING RESIDENT ALLIANCE is a city wide organization of
concerned public housing residents seeking to improve our homes and
communities. Its purposes are to inform and connect residents, so that they can
have a strong and effective voice, and secure greater accountability, in local, state
and federal decisions that affect public housing in New York City.

COMMUNITY SERVICE REQUIREMENT IS HERE


LEARN THE FACTS TO A VOID EVICTION!


The New York City Housing Authority (NYCHA) now requires many adult public housing
residents to " volunteer" 8 hours of community service or face eviction.
If one person does
not do the community service, the whole family could be evicted.

Residents must find their own community service placement. NYCHA will not provide
childcare services.


NYCHA is sending a letter as part of recertification telling residents whether they are required
to do community service or whether they are exempt.


If NYCHA Has Notified You that You Are "Required" to Do Community
Service, Please Call The Legal Aid Society 212 440 4273. We May Be
Able to Help You


NYCHA Will Exempt You From Community Service if You are:

 

  1. younger than 18

  2. 62 years or older

  3. blind or getting SSl (Supplemental Security Income) or SSD (Social Security Disability)

  4. caring, full time, for a resident of public housing who is blind or disabled

  5. pregnant with complications

  6. performing public assistance (pa) work activities or exempt from pa work activities

  7. receiving pa

  8.  working:
    - 20 hours a week if you are a single parent with a child under 13
    - 35 hours a week for both parents if you are 2 parents with a child under 13
    - 30 hours a week if you do not have children under 13

  9. unable to find qualified affordable child care if you have a child under 6 and are a single
    parent

  10.  providing child care to a child under 6 for a public housing resident who is employed or
    doing community service

  11.  home schooling your child age 6-12

  12.  participating in job search or receiving unemployment benefits, but only for 6 weeks

  13.  attending vocational, job readiness, or on the job training

  14.  enrolled in a school of higher education or GED program

  15.  caring for foster children

Preparing for NYCHA Hearings on the Draft 2004 Annual Plan

NYCHA hearings are scheduled for Wednesday July 16th.  We encourage all members to testify as individuals, on issues they considered important.  But we urge you to OPPOSE the NYCHA plan for carrying out the COMMUNITY SERVICE REQUIREMENT.  High resident turn-out at the hearings is critical!!!  THis meeting will be used to review the issues, and answer any questions.

     What should Tenant Associations expect?

     What should resident leaders demand of the Council of Presidents (COP)?

      We need your idea and answers.

4 - Board Election Plans:  Now that nominations have been made for the 5 expiring positions, board elections

     are scheduled to take place at the May General Meeting on Thursday, May 8th, 2003.  There will be a

     discussion of election procedures at this meeting.

OPEN QUESTIONS:  Funding of Tenant Participation

A Memorandum of Agreement (MOA) has been signed by NYCHA and the CCOP - the Citywide Council of Presdients - describing how our 964 tenant participation will be funded with $7.6 million in the next 2 years.  The MOA was signed without consulting TA presidents in all the District Councils.  FIND OUT WHAT'S UP!!!

A Discussion on what your rights are to participate in Resident Organizations

 

The NYC Public Housing Resident Alliance will be holding a discussion at the next general meeting on what residents' rights are to participate in their tenant associations, district councils, etc.  A NYCHA staff person from Community Operations has been invited for the presentation, and there will be a question and answer period and a brainstorming session to follow.

COMMUNITY WORK OPPORTUNITIES

The New York City Public Housing Resident Alliance is interviewing public housing residents for two AmeriCorps positions.  Each position entails 1700 hours of work (approximately 10-12 months of work depending on how many hours per week the person works).  Each will work on various projects, amongst three public housing neighborhoods, and with residents of the New York City Public Housing Resident Alliance. 

What are the benefits?

*   $800.00 monthly living allowance

*  $4,725.00 education award, given at the completion of the 1700 hours

 

Work requirements

*  Needs to have basic computer and office skills

*  Must want to work with a citywide public housing organization

*  Must be willing to attend both day and evening meetings
